You could go wherever you wanted to. There’s a number of alternate versions of Earth half of us seem to come from, and if they’re similar enough they’ll have those laws against killing there too.
I'm aware of how hard it is to build anything up from scratch... and if they're that different, I would like a guide, if possible. If not, then... I'll think of something.
